So this is a phrase from the NC rules document. When premium players repair an item for a player, there must be a transaction of the stated money (or more, premium players can ask for any amount of money for repairing) or it will class as them abusing their donor commands The first part is fine by me. However, the part in parentheses could be a real issue. Here's a dialogue I just made up. Bob (Noble)- Hey, does anyone need their stuff repaired? Steve (Player)- Yeah, me. I need someone to fix my wooden hoe. Bob- Ok, that will be 10k. Steve- Oh, wow. Expensive, huh? (Tosses Bob the hoe) Bob- Yeah. (Fixes and tosses the hoe back to Steve) Steve pays Bob 10k 2 weeks later Steve- Hey, can anyone fix my hoe? Jeff (Noble)- Yeah, it'll be $200. Steve- what? I thought it was 10k. Jeff- hm, let me get staff Lew- What's the problem here? Steve- Bob scammed me! Lew- Oh, what happened? Steve- Bob repaired my item, and told me that I needed to pay him 10k! Lew- Well, the rules do say the person can require any money. (Steve quits.) I assume we don't want that to happen, right? It is part of the rules, but it's a little silly when you think about it.
It IS allowed to ask for more than the amount required by the rules. However, considering it could be considered a scam, I am not fully sure.

I don't see how this could be a scam. If you are wanting a repair, know how much it costs. For someone to have $10k in game, they have most likely been on the server for at least a week or 2. Also, this is not scamming because Bob gave the repair to Steve for the amount he asked. It would be scamming if Bob did not repair the item for Steve. Steve could say no and repair it in an anvil or wait until another donor comes on for a lower price. This is another incentive for everyone to look at the rules when they join the server, so that you are not overcharged for repairs. I do not see the problem with the rule already set.
Great Solution Cyalenzer! Allow everyone to have access to the /fix command. When a Premium, Executive or NobleVIP does /fix, the cost to them is $0.00, however the cost to any other rank, would be 250.00. (Forget about the 200.00 rule since nobody does that anyway). However, there would then need to be a rule that says Premium, Executive or NobleVIP ranks are not allowed to repair items for other players since that would be an abuse of their donator perk. Players have always charged 250.00 and sometimes they have charged more for the convenience. There is often another donator who will step in and say that they will charge the minimum price. The donator who is charging the higher price loses out on an easy 250.00 and is then seen as greedy. If you want to talk about a donator perk that should be charged for, let's look at the Silk Spawner perk! (but that's hijacking your thread).
