Noble stepping down from owner has not yet become an official thing and to add for the actual question. Those are purely rumours, there is no actual official response towards the map being reset or not.
It's not official that he is leaving. Those 'rumours' you are hearing, are most defintly, false. The latest global update said, "So to put it out there, I feel that I don’t suit being the owner of this network any more. Over the past few months, I've let the network slide in quality which is not what I ever wanted." Noble is putting it out there, that leaving is a possibility.
